IPA - Instrument for Pre-Accession assistance

Instrument for pre-accession assistance (IPA) is a new, single financial instrument, of European Union (EU) established 17th July 2006th, by EU Council Regulation 1085/2006. IPA will be irealized in the period 2007.-2013. to help countries in their efforts to become EU members.

IPA is a flexible instrument all beneficiary countries - candidates and potential candidates for EU membership. IPA is a continuation and has been replaced previous EU financial instruments such as PHARE, ISPA, SAPARD, CARDS and instrument for Turkey.

Assistance in transition and development of institutions

Intended for capacity and institutions development;

Cross-border cooperation

Intended to provide assistance in the field of cross-border cooperation between the current country members and candidate and potential candidate countries, also cooperation between the EU candidate countries and potential candidates.

Other three components are intended only to the candidate countries:

Regional development

Intended to prepare for the common agricultural policy

Human resource development

Intended to prepare for a cohesive policy and the European Social Fund

3.

Rural development

Intended to prepare for the common agricultural policy

On 09.07.2008., BiH signed the Framework Agreement with the Commission of European Communities on the rules of cooperation in the realization of EU financial assistance under the IPA. For the realization of the first components of IPA, for BiH is a separate 211.9 million for the first three years, and 14.1 million euros for the second component to the end of 2009.
